In halo 3 oust you can see pretty much the whole interior and in halo 5 forge you can spawn a phantom and get it it (plenty of space, more than a pelican) and in the opening cinematic of Halo 5 you see Vale hop into one and leap out of it, with only a few elites in the way. The Phantom has plenty of room on the inside unless they decide to throw out all of those examples from different games.
